China is a top-tier growth market for Australia, ranking highly in arrivals and first in total expenditure. ABS March 2026 data also shows how important the major gateway states remain: China was the second-largest source country for NSW short-term visitor arrivals in March 2026 and the largest for Victoria, with 35,990 arrivals to NSW and 34,890 to Victoria.
That matters because the competition for Chinese tourist spend is concentrated around a few powerful points in the journey:

Airport retail is also getting more premium. Western Sydney Airport is expected to open passenger operations in October 2026 with Lagardère AWPL managing 11 stores across around 3,100 sqm, including duty-free, travel essentials and specialty retail. That signals how seriously airports are treating premium retail as part of the travel experience.
But duty free has one weakness.
It usually does not create the desire.

Local retail wins before the airport
Local retail wins when the customer wants more than a transaction.

Australia’s GST rate is 10%. That does not mean a $1,100 item becomes $990 after refund. Because GST is included in the ticket price, the GST component is one-eleventh of the price. So on a GST-inclusive $1,100 purchase, the GST component is $100.
This is a powerful local retail advantage.
But only if the customer understands it.
Most retailers do not explain TRS clearly enough. They treat it like a compliance detail, when it should be part of the sales experience.

Bain’s 2025 China luxury report shows beauty was one of the strongest luxury categories, rebounding with 4%–7% growth, while Chinese consumers continued to value ultra-premium skincare and fragrance experiences.
For Australian retailers, this means beauty is not just a product category. It is a content category.
If a beauty product is visible on Xiaohongshu before the trip, local retail has a chance to win before the customer even reaches duty free.
Health, vitamins and supplements
Local retail has a stronger advantage here.
Chinese consumers continue to associate Australian health products with safety, natural ingredients and regulatory credibility. Euromonitor reported that Swisse remained the leading player in China’s online vitamins and dietary supplements market in 2025, while also noting that Chinese consumers associate Australian brands with high quality, natural ingredients and safety standards.
That trust benefits pharmacies, health stores and local retailers.
Duty free can still capture last-minute purchases, but local retail wins when the customer wants:

Luxury fashion and accessories
This is more complicated.
Luxury used to be strongly driven by overseas price gaps. But Bain notes that overseas luxury shopping by mainland Chinese consumers declined in 2025 as currency effects and narrowing price gaps reduced the appeal of international shopping. It also reported that only 35% of mainland Chinese luxury purchases were made abroad in 2025, despite the recovery in overseas tourism.
That does not mean Chinese tourists have stopped buying luxury overseas.
It means they are more selective.
